Apple rolls out Brazil App Store overhaul, enabling alternative marketplaces and new fees from iOS 26.5

Apple has formally implemented a regulatory settlement with Brazil’s competition authority CADE, allowing developers to distribute apps through alternative app marketplaces and to use third-party in-app payments or web-based external payment links. The rules apply starting with iOS 26.5 and introduce a tiered commission model: App Store+IAP at 21%+5%, App Store+third-party in-app payments at 21%, App Store+external links at 15%, and alternative marketplace distribution subject to a 5% Core Technology Commission. The changes are framed as Brazil-specific compliance and do not signal a global policy shift. Apple said the measures are designed to strengthen privacy and security protections, particularly for children.
