The committee action came less than a day after the Senate failed to move forward with the CLARITY Act, underscoring bipartisan backing for the tax-focused measure.
The bill would set baseline federal tax rules for digital assets, including a $10 per-day de minimis threshold for small transactions intended to ease the reporting burden tied to using cryptocurrency for everyday payments. It also covers when crypto income is recognized, tax treatment of transfers, wash-sale rules, mining and staking activity, and broker reporting requirements, with the goal of aligning digital-asset taxation more closely with other financial assets.
Even with committee passage, the legislative calendar is tight. With the November election and the new Congress beginning in January, lawmakers are expected to have roughly five working weeks left. Some Democratic members have also raised objections, questioning why Congress is prioritizing crypto tax issues after the CLARITY Act ran into headwinds.
