The UK's Financial Conduct Authority (FCA) published updated guidance on September 16 setting out how cryptoassets will be regulated under the country's forthcoming cryptoasset regime, aiming to help firms assess whether their activities fall in scope and what authorization they will need.
The new regime is scheduled to take effect on October 25, 2027. The FCA will begin accepting authorization applications on September 30, 2026.
The guidance addresses regulated activities including issuance of qualifying stablecoins, operation of cryptoasset trading platforms, trading and matching, cryptoasset custody, and staking arrangements. David Geale, Executive Director at the FCA, said the guidance is intended to provide clarity so businesses can prepare for regulation with greater confidence.
The UK government has also introduced targeted legislative amendments, adding certain exemptions and providing further clarity on the treatment of specific technology service providers. The FCA said it will run a targeted consultation in October on these legal changes, with topics expected to include qualifying stablecoins, proprietary trading and market making, decentralized protocols, and financial promotions.
