The U.S. Securities and Exchange Commission has proposed a sweeping revision of its transfer agent framework, targeting regulations the agency says have not seen a substantive update since the early 1980s.
The proposal would formally recognize electronic and blockchain-based recordkeeping and add new expectations around risk management and compliance for registered transfer agents.
SEC Chairman Paul Atkins (@SECPaulSAtkins) said the updates are intended to reflect how transfer agents already use blockchain technology in securities offerings and share transfers.
The SEC will accept public comment for 60 days after the proposal is published in the Federal Register.
