Ripple CEO Brad Garlinghouse said the Senate's failure to advance the CLARITY Act on Monday "stings," and pledged to publish a detailed postmortem in the coming days on why the bill collapsed. The measure fell well short of the 60 votes required to invoke cloture and did not even reach 50 votes. Garlinghouse described the outcome as an industry-wide setback, not a Ripple-specific one, arguing the legislation was intended to benefit consumers and reinforce the United States' bid to remain the world's leading crypto hub. He said U.S. competitiveness and consumers were the ones left behind. Garlinghouse put the blame on Democratic opposition, saying politics outweighed sound policy, and reiterated that he would provide a fuller accounting of what went wrong. Shift From Pre-Vote Optimism The defeat marks a sharp change in tone from Garlinghouse's comments in the days leading up to the vote, when he urged senators to back CLARITY as a meaningful compromise and warned that "perfect can't be the enemy of good." He argued at the time that lawmakers should not treat the bill as something to merely accept, but as an agreement worth supporting, and called on the Senate to vote yes. What's Next for Ripple Despite the setback, Garlinghouse said momentum in crypto and at Ripple remains intact. He pointed to expectations that the SEC under Chair Atkins and the CFTC under Chair Selig will seek to address parts of the legislative gap through rulemaking, with Ripple continuing to participate in that process. "Ripple's business has never been stronger," Garlinghouse said, adding that a missed vote in Washington does not change the company's momentum, global footprint, or customers. Ripple Chief Legal Officer Stuart Alderoty struck a similar note, saying XRP's legal status remains unchanged regardless of the Senate vote. He cited the 2023 federal court ruling that XRP is not a security, as well as a March joint SEC–CFTC interpretation that classified XRP as a digital commodity.
