The OCC approval was granted on April 2 after Coinbase filed on Oct. 3, 2025, for a non-insured national trust bank in New York focused on institutional custody and digital-asset fiduciary services.

Coinbase said on April 2 it received conditional approval from the Office of the Comptroller of the Currency (OCC) for a national trust charter and stressed it is not turning into a bank. The company says the structure is aimed at institutional custody and crypto-market infrastructure under federal oversight, and it will not take deposits or make loans.
