The United States is negotiating a memorandum of understanding with the Palestinian Authority that would address restarting the transfer of more than $5 billion in withheld clearance revenues, back Saudi-led reforms in the PA, and advance a governance transition in Gaza tied to a 20point plan. The talks have stalled amid Israeli objections, particularly over PA welfare payments to prisoners, and because Finance Minister Bezalel Smotrich has blocked the release of funds. Washington has weighed alternatives such as routing money via the World Bank or unilaterally seizing some of the funds, though the legal basis is described as weak. The issue is part of a longer political process and has not triggered new military action, sanctions, or disruptions to resource supplies.
